第七届四川农业合作发展大会暨农博会开幕式现场
随着“一带一路”建设迈向高质量发展新阶段，农业领域的国际合作也在向纵深发展。在第二届“一带一路”国际合作高峰论坛“境外经贸合作区”分论坛、第七届四川农业博览会等大型国际性会议上，跨境合作成为了农业发展领域的“热词”。几年间，中国与各国在农业领域的合作无论是在广度还是在深度上都有了全面的突破，对于中国农业“走出去”、农业间的中外合作以及“一带一路”沿线国家和地区与中国各省市的农业合作等问题，各国政要、行业专家都给出了自己的见解。
AsthebuildingoftheBeltandRoadInitiativeachieveshigh-qualitydevelopment,internationalagriculturalcooperationcontinuestodeepenandexpand.Inthiscontext,cross-bordercooperationhasbe 农业是“一带一路”建设的重要领域，需要各国携起手来加强合作，促进政策协调、市场融合、投资增长，共同推动农业转型升级。对此，我有三点建议：一是进一步扩大农产品贸易往来，共同推进减少农产品贸易壁垒，相互开放市场，构建平等互利、长期稳定的贸易伙伴关系；二是进一步优化营商环境，深化农业领域投资合作，打造开放、透明、包容、非歧视性的农业经贸环境，共同为企业开展投资合作创造良好的条件；三是进一步加强科技成果交流共享，把加强科技交流作为合作重点，让各国更多分享科技进步的成果，打造更多合作平台，共同建好国际联合实验室、技术实验示范基地和科技示范园区，探索技术研发推广新模式，未来三年，中国将再派出名高级农业专家帮助发展中国家提高农业生产能力。
AsagricultureisanimportantfieldinthebuildingoftheBeltandRoadInitiative,countriesworldwideshouldenhancecooperationwitheachotherandpromotepolicycoordination,marketintegrationandinvestmentgrowthinthisfield,soastodrivetogethertransformationandupgradingofagriculture.Inthisregard,Iwouldliketoofferthreesuggestions.First,agriculturaltradeshouldbefurtherexpanded,barrierstoagriculturaltradeshouldbefurtherreducedandmarketsshouldbeopenedtoeachother,thusenablinglong-term,stabletradepartnershipsbasedonequalityandmutualbenefit.Second,agriculturalbusinessenvironmentshouldbefurtherimproved,investmentcooperationinagricultureshouldbedeepened,anopen,transparent,inclusiveandnon-discriminatoryagriculturaleconomicandtradeenvironmentshouldbecreated,thustogethercreatingfavorableconditionsforenterprisestocarryoutinvestmentcooperation.Third,mutualexchangeandsharingofscientificandtechnologicalachievementsshouldbeenhancedandbemadeafocusofmutualcooperationtoencouragecountriestosharemorescientificandtechnologicalachievementsandbuildmorecooperationplatforms,andatthesametime,concertedeffortsshouldbemadetobuildinternationaljointlaboratories,technologyexperimentdemonstrationbases,andscienceandtechnologydemonstrationparks,andexplorenewmodesoftechnologyresearchanddevelopmentpromotion.Inthenextthreeyears,Chinawillsendanothersenioragriculturalexpertstohelpotherdevelopingcountriesimproveagriculturalproductioncapacity.
在各大型国际会议上，跨境合作成为了农业领域的“热词”
世界批发市场联合会主席、全国城市农贸中心联合会会长马增俊：

中国国际进口博览会等展会，是展示国外优质安全农产品的舞台，我们可以通过搭建这类开放平台和增加进口数量，加大农产品进口份额,尤其是优质安全的农产品，通过放开关口和增加进口数量，加快进口，并加强监管，保证进口农产品的品质。另一方面，中国农业“走出去”以后，更要加大对中国人在国外生产的农产品的引进，这样来保证国内市场的丰富,满足国内消费者需求。
ExhibitionslikeCIIEhavebe 年中阿双边贸易额达到了7亿美金。现在阿根廷是一个出口大国，中国是阿根廷非常重要的出口目的国。同时，阿根廷也不断地从中国引进先进的技术和一些产品。去年，阿中肉类和大豆贸易值增长到28%，在此基础上，年阿中签订了一个肉类和大豆的自由贸易协定，希望这个数据能够逐年持续递增。通过第七届农博会，希望有更多的阿根廷产品能够进入到中国的市场，其中包括酒类、奶制品、粮食、橄榄油、葵花籽油等等。

中国正致力于进一步扩大开放，农业对外合作的需求不断增长，新丝绸之路等创举将进一步促进两国农业领域的交流，双边合作前景十分广阔。近年来，中意两国在食品安全领域形成了非常良好的合作，曾在橄榄油产品检验、监控方面有着良好的合作经历，两国都将食品安全和保护消费者视为食品生产领域的第一要务，我们将通过合办食品安全研究机构等，更好地促进两国生产和销售更高质量标准的农业食品。

新西兰和中国在农业贸易方面交往密切，中国也是新西兰最大的农业出口国。新西兰的许多高质量农产品都可以在中国各地的超市里买到，其中包括各类乳制品、水果、蜂蜜、牛肉等。不仅在贸易方面，新中两国在农业合作上也有很多的具体项目，包括乳品的质量与安全、奶农培训、动物疾病的防控、农场管理，园艺等方面。年4月，新西兰和中国续签了《关于提升中新农业合作的战略规划》。

推进农业合作，推动农业贸易更加公平有序、农业投资更加便捷高效，是破解世界农业发展难题的必由之路。江苏与世界各国与地区，特别是与“一带一路”沿线国家在农业资源要素、产品结构、产业特点、资本构成、技术集成与市场需求等方面各有优势，互补性很强，加强合作潜力巨大、前景广阔。我们以农业国际投资与贸易合作为主题，举办一年一度的江苏农业国际合作洽谈会，并在洽谈会上举办抢抓“一带一路”机遇、推进农业国际合作恳谈会，就是要倡导合作、实现共赢。

四川农博会上阿根廷展馆的特色牛肉

没有品牌，农业产业化难有出路，宁夏农业要实现从做产品到创品牌的转变。我们将围绕特色优势产业、优势品牌产品和重要“菜篮子”产品制订、修订25项绿色发展标准，进一步实现产前、产中、产后标准相配套，做到有标可循、有标可依、按标生产，确保主要农产品质量检测合格率保持在97%以上。未来，宁夏将适时开展政策法规、市场分析等培训，夯实农业“走出去”基础。加快在荷兰、秘鲁等国家和地区的特色农产品展示窗口建设。组织重点企业参加德国科隆农产品展、国际薯业博览会、国际调味品及食品配料展等国际性展会，不断加强特色优势农产品贸易促进平台建设。
Nothingshortofbrandscanweachieveagriculturalindustrialization,whichiswhyNingxia’sagriculturehastoshiftthefocusfromproductiontobranding.Centeringaroundcharacteristicand 众所周知，四川是中国重要的农业大省，四川在现代农业、农产品加工以及把农产品转化成成品中，都有很多的经验值得我们借鉴。我们来到四川希望学习到一些有用的经验，比如灌溉技术、改良种子技术等，让乌干达的农业也能够发展壮大。乌干达农牧渔业部和四川省政府准备签署一份协议，协议的宗旨是希望能够更好地促进双方农业领域的交流合作，进一步搭建与中国更好的合作渠道，对此，我们希望在今明两年之内能和四川省政府签署与农业相关的谅解备忘录，这样对双方的合作能起到极大的推动作用。
